How do I release a CD from being held for a secured credit card?

Answer:

Your banker must send a written request to Payment Services. After the request is approved by Payment Services, the amount owed on the secured card account will be subtracted from the CD and the remainder will be reimbursed to you. The credit card account will then be closed.
